Secretary of State for the Environment at the Ministry for the Ecological Transition and the Demographic Challenge since 2018. Born in Lena (Asturias) in 1963, he has a long institutional career linked to environmental management, rural development and ecological-transition policies. He was Mayor of Lena, President of the Asturian Federation of Councils and Member of the Spanish Congress for Asturias, where he served as Environment spokesperson. From the Secretariat of State he coordinates the Government’s main policies on water, climate change, coasts, biodiversity and waste management.
Deputy Minister of Environment, Agriculture and Regional Planning of the Regional Government of Madrid since 2023. His portfolio brings together the region's responsibilities in the environment, circular economy, decarbonisation and energy transition, among other areas. President of ANARPLA, the Spanish National Association of Plastics Recyclers, from where he represents the recycling industry before national and European authorities. His work focuses on consolidating the sector as one of the pillars of the circular plastics economy in Spain.
He leads Plastics Recyclers Europe, the organisation bringing together plastics recyclers from across Europe. From Brussels he works on defining the standards, certifications and policies that drive plastics circularity on a continental scale.

Under his leadership, Natur Cycle Plus has established itself as a European leader in the production of high-quality post-consumer LDPE recycled pellets. He actively takes part in national and European initiatives related to recyclability, eco-design and the use of recycled plastic.
A professional with over 25 years of experience in industry, specialising in flexible packaging, with an extensive track record in R&D, product development, innovation and sustainability. He is currently R&D and Sustainability Director at Plastigaur, where he leads projects focused on developing new packaging solutions, incorporating new materials and technologies, and on recyclability and circular-economy initiatives. He has broad experience managing R&D projects from concept through to industrialisation and customer validation.
Chemical Engineer, Master’s in Process Design and Management and PhD candidate in Applied Engineering at the Tecnun School of Engineering, University of Navarra. Her research focuses on the circular transition of the plastics sector, analysing the barriers and opportunities to boost the use of secondary raw materials and industrial symbiosis. She has worked with converters, waste managers, associations and public administrations to strengthen the secondary plastics market and reincorporate waste into the value chain. She has international academic experience in the Netherlands and publications in high-impact scientific journals.
Industrial Engineer from the University of Zaragoza, with executive education at IESE and ESADE, he brings over 30 years of experience in the environmental sector. He has built his career in waste management and in collective extended producer responsibility (EPR) packaging schemes, holding positions of responsibility at ONYX (now part of the Veolia group), Ecoembes and SIGFITO. Since 2012 he has been part of Ecoembes, where he leads the Technical Office, with responsibility for treatment facilities, collection models and waste characterisation.
Agricultural Technical Engineer from the Polytechnic University of Valencia. Since 2001 he has been Managing Director of Plascan, S.A., a company dedicated to plastics recycling and processing. He previously worked in the Logistics and Production departments of sector companies such as ISAP Euribérica and Plásticos Alcira (Plasal).
Director General of Veolia Reciclado y Valorización in Spain, with over 20 years of experience leading recycling and recovery projects at both national and international level. He oversees the group’s plastics recycling plants in Spain —TorrePET by Veolia, specialising in food-contact PET, and La Red by Veolia, dedicated to post-consumer polyolefins and agricultural plastics—. He promotes the uptake of recycled materials in industry and in public procurement as a lever for decarbonisation and for consolidating the recycled plastics market.

With a background in chemical engineering and both industrial and EU regulatory experience, she works on shaping the policy and technical framework for plastics recycling in Europe. Throughout his career he has led go-to-market strategies and contributed to brand differentiation across the food and beverage markets in Europe, North America, India and South-East Asia. At Pellenc ST, a leader in the design and manufacture of intelligent sorting and quality-control solutions for the waste and recycling industry, he leads the plastics division, supporting and driving high-impact solutions for a more sustainable future.
Sales Manager for Spain and Portugal at PELLENC ST, a manufacturer of optical sorters based in Marseille. Trained in Industrial Drafting in Barcelona, he made a commercial turn in his career within the automotive sector, where he discovered his vocation for technical sales. Since then he has developed his career across several companies, going on to lead PELLENC ST's business in the Iberian Peninsula, combining strategic vision with a lasting interest in continuous learning.
Chemical Engineer from the Complutense University of Madrid and career civil servant at the Ministry for the Ecological Transition and the Demographic Challenge since 2005. Throughout her career she has held various positions in the Sub-directorate General for Waste, including Technical Adviser and Deputy Deputy-Director General. Since 2018 she has been Deputy Director General for Waste, from where she takes part in the development and implementation of waste-management and circular-economy policies.
Has led Dow's sustainability strategy for the EMEA region in the Packaging and Specialty Plastics business since early 2022, driving the company's external engagement on plastics circularity and climate policy. She co-chairs Plastics Europe's Circularity Council and represents Dow in leading European associations such as Ceflex, EUROPEN and BPF. A Chemical Engineer from the University of Santiago de Compostela with an Executive MBA from EAE Business School, she is firmly committed to gender equity through mentoring programmes such as AmChamSpain and Inspira STEM.

He has built much of his career at Coexpan, holding various positions of responsibility in Quality, Production, Product, Sales and R&D —as Quality and Production Manager, Product Manager, Sales Director and R&D Manager—. His training includes specialised programmes in Quality Assurance, Lean Manufacturing, Project Management and Commercial Negotiation.
PhD in Industrial Engineering, specialising in advanced materials, with over 15 years of experience in the packaging sector, focused on R&D, sustainability and circular-economy projects across the entire value chain, from manufacturing to waste management. She recently joined ASEDAS, where she leads the sustainability area and contributes to analysing the challenges facing member companies. ASEDAS represents over 75% of food retail distribution in Spain.

A senior civil servant since 2018, she began her career at CEDEX’s Centre for Hydrographic Studies and served as Deputy Environmental Counsellor at Spain’s Permanent Representation to the European Union during the Spanish Presidency of the Council of the EU. She is currently Technical Adviser at the Sub-directorate General for Waste of the Ministry for the Ecological Transition, where she coordinates matters relating to packaging and packaging waste and represents Spain in international forums and working groups.

He represents the second family generation and brings over 30 years of experience in recycling and compounding, with a background in electronics, design and sales. He has led the company's transformation from a basic recycler into a cutting-edge compounder, specialising in the design of innovative materials and solutions for complex recycled products.
Spain's Commissioner for the Circular Economy since 2023, within the Ministry for the Ecological Transition and the Demographic Challenge (MITECO). A biologist from the Complutense University of Madrid with a Master's in Diplomacy and International Relations from the Diplomatic School, he has served as Regional Minister for Sustainability and Ecological Transition and spokesperson for the Government of La Rioja, adviser to the Minister of Foreign Affairs, and AECID cooperation officer in several countries. He drives Spain's Circular Economy PERTE and ecodesign as engines of the transition toward a more sustainable production model.

Since June 2026 he has been Director General for Industrial Strategy and SMEs at the Ministry of Industry and Tourism; previously he was Deputy Director General for Industrial Strategy and Ecosystems at the same Ministry. Throughout his career he has held various roles in the Spanish central government, the European Commission and Madrid City Council, linked to industrial policy, investment and international cooperation.
Senior analyst on the ICIS plastics recycling analytics team, which she joined in 2019. She tracks the recycled polymers market across the EMEA region and is responsible for research on the European and African markets. Specialising in the European R-PET market, she is the author of ICIS’s R-PET price forecasts for Europe and contributed to the development of the two ICIS Recycling Supply Trackers for mechanical and chemical recycling. She holds a BA in Business & Economics from Trinity College Dublin and a Master in Management from HEC Paris.
Regional Account Manager for Iberia at ICIS, working closely with companies across the chemicals, plastics and recycling industries in Spain and Portugal. He helps businesses use market intelligence, pricing data and insights to navigate changing markets, understand market dynamics and support better commercial and strategic decisions across the value chain.
